Browser screen vs. Disk Read Error

Hello, many times when I load my Swap Magic 3.6 discs (either) the PS2 (v.9 with flip top) just brings up the Browser screen. It also occassionally happens with my original games. I've never gotten a disk read error message on any discs. What causes the Browser screen to be displayed and is there something I should do to get the discs to be read? Thanks.
