DVD strait boot on laptop ideas?

Okay so here is my situation i have the following:
laptop w/ dvd drive

i would like to make it to where w/ some sort of software i can just boot it up and with in 5 seconds play a movie. I know newer laptops are capable of this, but i think that they are hardwired to do this. I was thinking mabye i could install this custom os... or a bios hack.. or something for my laptop where i could have an option to boot windows or just play a dvd. That would be awsome. I have searched everywhere and cant figure it out.

The reason i need to be able to do this is that im cheap and i woudl like to put a monitor in my car. I would like to be able to input to the laptop monitor with out actually having to go through a boot process. Any ideas?
