i downloaded star wars through bit torrent, it was a avi file. how can i get the video_ts for it to put it into dvd shrink to burn it?

VSO DivXtoDVD is the tool that you want !

VSO are just putting the finishing touches in v2.00 (v1.99.11 Release Candidate).

Give it a shot, I think it will be worth every dollard !

You can also try their freeware version v0.5.2b but
that was just a preview version before their released their new Pro version.
