Xvid Divx Aspect Ratios

Is there a Divx and Xvid codec that allows you to force the aspect ratio to 4:3 for both file types?

Ive got a Divx codec that supports Xvid also however it has propertys wich forces a 4:3 aspect ratio but only for Divx encoded files. I used Windows media edtion so i have to use there player.
