is there a way to convert mpeg2 to mpeg1 so that its compressed enough to fit on a 99 Min CD-R

Convert it to VCD (note that it will have to be less than 99 minutes in length). You can use TMPGEnc for the conversion http://www.afterdawn.com/software/video_software/video_tools/tmpgenc.cfm
