Connecting PS2 HD to PC for transfering backups

Since my PS2 can't read DVD-R backups despite being modded, could I connect a PS2-formatted HD to my PC through a USB 2.0 enclosure device (since I have a laptop, plus don't want to have to install the hard drive on the computer each time I want to manage files) and use WIINHIP to transfer the backup (an ISO file) onto the hard drive?

Also, how do you adjust Master/Slave Jumpers etc.?
