Try TMPGEnc Plus. You can download trial version from
www.pegasys-inc.com

Look for guides for using it here and also on www.videohelp.com

If you want something similar to DVD Santa (which I honestly don't like) try VSO DivXtoDVD which is better IMHO.

Ok, TMPG is an encoder. Encoders only "convert" from one video format to another. Here you encode from MPEG-1 or AVI (for instance) onto a DVD compliant format such as MPEG-2.

Once you got that new video file you can use an authoring tool to create menus and chapters. TMPG DVD Author is a good choice for beginners (look for guides at the Guides section of this forum).

finally, once the project is compiled, burn your video_ts folder with your burning prgram (such as Nero) to your disc at low speed and if possible on a DVDRW.

Cheers

You asked for an Mpeg2 converter. If that ain't what you want, why ask for it?

You will Allways get Substandard results if you use those "All In One" programs...You will allways get much better quality if you use a standalone Mpeg encoder Like TMPGEnc and then author the Mpeg-2 file to DVD with your DVD authoring Program.....

Minion sums it very nicely.
Why not try this combination: vso DivX to dvd (already mentioned)+
TMPGEnc dvd author

might also suggest you download avicodec and run your file through it and then post all the results of the analysis for us to see.
DVDsanta is a good program but i prefer DivXtoDVD.

The newest version of DivXtoDVD allows to add subs and chapters, if I may add...
