I dont really know the "best", but a friend of mine and I both ordered from modchipstore.com and had no problems what so ever. I'd recommend them.

I got my swap magic 3.6 from consolepoint.com in 4 days regular ship from califorinia to new hampshire. They are the best, and cheap.

Like the second guy said. www.modchipstore.com does a great job. I ordered a chip from them on a Wednesday morning, and it showed up Friday at my door, no joke.
