i have an action replay and i got the .elf file to load and then the disc i burnt for the roms came up but didn't have any roms or devices on it and i dont know what to do. could anyone please help

I had this exact same problem, I searched the forums and learned that you can't play SnesStation with action replay, only PGen. For Snesstation get a copy of swap magic. If you can't find it PM me...
