I've been looking around for mod ideas.. apparently there are some people who say that gamesharks and action reply codes work exactly like the swap magic thing. Now, the official people at gameshark say it's not possible, but some people apparently say it is and that they are able to do it?

So what's the bottom line truth here? Can you or can you not use gameshark to play imports instead of using swap magic?

As far as i know, it is (supposedly) possible to boot up backups and imports with some of the oldest versions of Gameshark, but i don't think it's still possible with the recent versions of it. And i say supposedly, since i never found out how to do it.
