I have a Sony 16x burner and I am using Optodisc 16x DVD+r's but can only burn at 4X... I thought I read about this somewhere but can't remember where. Can anyone tell me why?

Well, your burner and your blanks and your software (Nero?) all have to agree on the 16x together :^)
If you installed your software with a previous burner in place, this could be giving you trouble.
I believe when you install a new Nero, it re-evaluates your hardware.
It seems there is always a new Nero update available...
Your latest Firmware will help your burner recognise the latest blank media.
What else?
Your hardware may not be able to deliver the ~20MB/second required to feed a 16x burn!
Your disk(s) had better be defragged, and hardware setup properly, with your burner and your harddisk both masters on separate controllers. Good cables (80-ribbon) and UDMA-enabled please.
If I were you, I would wish to write at 8x speed. You should be able to get it to do that.
Get it to do that, then we'll see about 16x
