It depends where you live and what region your TV is. If you live in North Amnerica or Japan, then you have a NTSC PS2 and a NTSC TV. God, I hate explaining...let me try that again...In order to play an NTSC Ps2, you need an NTSC TV, and you can only play NTSC games or NTSC movies on it. If you have a PAL PS2, you will prolly have a PAL TV, and can prolly only play PAL games and PAL movies.

Sony PS2 (Playstation 2) Slimline (V12) GH-035-71
Sony Playstion 2 Region: NTSC (North America - USA and Canada)
DVD-/+R: Verbatim DVD-/+R 1x-8x 4.7GB MCC and PRO-DATA DVD-R 4x 4.7GB
DMS4 Lite Modchip + ToxicBIOS Ver. 1.3 + Possible Fix
Dual Shock Controller
Dual Shock 2 Controller
8MD Memory Card

Burner: Sony DVD RW DW-D26A
Software: DVDDecrypter, Nero, and Alcohol 120%

Even if you make a dvd region free, that doesn't change the screen frequency (50 hertz for PAL and 60 hertz for NTSC) so you'd still need a tv that can handle both NTSC and PAL, or if the screen just goes black and white, you'd need an RGB cable and possibly an Ar Max or somethin similar to kill the greenscreen effect you sometimes get when playing imported dvd's.
