What is the best way to subtitle a DVD project?

Hi,
I have a project that requires approx. 250 subtile screens in 3 languages, English, Italian and Spanish. (Total about 750 title screens)
I have been using Encore 1.5, but this is very limited,and I get a lot of freezes caused by the need to move the text positioning, use italics and it's coping with the number of screens that I can use. I ended up 'burning' into the project, title screens done in Premiere Pro. That means that the project size is three times the size it needs to be.
Any good and versatile sub titling programs out there?
