Using VCDGear and missing file

I'm using VCD gear and I have a movie that was opened with WinRar and I have my BIN file. That I used but I want to convert over to MPEG to burn on a DVD. But I dont find a CUE file, is there any way to find one so I can burn this.

Did you try the 'bin -> mpeg' option of VCDGear?
