How to convert PAL DVD to NTSC DVD?

This is a 2 part question.

How would I know if a DVD is PAL or NTSC. I have a Smurf DVD (bought on ebay)that plays on my computer but doesn't play on my DVD player. I'm thinking because it is a PAL DVD. How can I make sure?

Next, if it is a PAL format DVD how can I convert it so I can watch it on my DVD Player? Will program like AnyDVD help? What do I need to do?

Use the search function there has been plently of threads on converting PAL to NTSC and vice versa.

Has anyone tried NeroDVD7 by http://www.mediostream.com/ ? Do anyone know if this software will convert a PAL DVD to NTSC just like you would copy a DVD. I don't want to take the .VOB file and convert it and then reauthor the entire dvd.
