If you want to boot the ELF directly off the CD, you need to get something like ps2 cdgen so you can fix the LBA of the SYSTEM.CNF file. Then just copy a SYSTEM.CNF file over from any of your games, and modify it in Notepad so it points to the ELF you want.

If you already have LaunchELF installed on a memory card, just put the ELFs on the CD normally in Nero.
