Encoding results in "pulsating" White areas

Okay Here's what I've done..captured beta tape onto Canon mini digital camcorder, edited in Cyberlink (and also in Pinnacle for comparison), saved in dv-avi, and encoded with Canopus proCoder 1.5 to DVD Mpeg2, authored it in DVD Lab Pro. In PC I tried using filters for source and in another attempt filters for target. (Results end up about the same) Used 601 Color correction (expand), median, black/white correction, color correction. When comparing original to result in procoder...everything looks better; however in the End result in dvd the white/light areas pulsate (not sure if that's the correct terminology)..but they "glow". What am I doing wrong? Any ideas?
