When and for what purpose, are the "FILE F",
or "IFO I" Modes ever used - if at all?

Let me try to understand your question here, and I suppose you're talking about DVD Decrypter.

It is recommend to use the Mode, File F on DVD Decrypter to rip and decrypt any encrypted protection codes into your hard drive first, then afterward, do what you mainly do to encode a movie and burn it with any of your desire burning engine.

Mode, Iso, Read R to your hard drive is good especially for ripping and burning PS2 games and DVD9 (DVD+R DL) backups.

"IFO I" - I'm not sure about this one, since I haven't used it yet, but I'm sure someone with the knowledge will answer you in due time.

WARNING: Do not "update/upgrade" your SAMSUNG BD-D5XXX series (Bluray Player), or else you cant enjoy any of your movie files.
