I have modded a v10 dms4 chip and toxic bios 1.2. it was playing everything and now it won't run any games at all. I'm assuming the drive is a problem, how do I test the laser or other issues with the drive?

I would suggest pulling the PS2 apart and doing a wire inspection first of all then taking it from there. Also, don't panic, but I've heard that V10 lasers are problematic and tend to fail. I have a V10 with DMS4 Pro installed but i put a laser fix on it just in case cause of the known V10 laser problems.

If you did not do the romeo mod you probably blew your laser and your la chip. On all V9/10 you need to do this mod to prevent laser and la chip from dying.

you should go to a trusted website that you trust they aint that expensive and it isnt that hard of a deal to install so if you buy that and it works that should be your problem because you say you could acess it
