Well this is going to be Normal because the Resolution of your File is 352+288(Pal) and the Standard DVD Resolution is "720 X 576(Pal)" which means your Files resolution has to be Resized by over 400% which totally Destroys the Quality of the Image, You will Basicly end up with a File that is less than 25% the Quality of the Original....(I hope you are makeing a PAL DVD From this File??)

Another Problem is that the Frame Rate is only 12.5fps and the Standard PAL Frame Rate is 25fps so were do the other 12.5 frame come from?? Well what Happens is the Encoder has to Duplicate every Single Frame just to Make up the 25fps Frame rate which can Make your Playback a Little Jumpy especially when there are High Motion scenes....

What I can suggest is to encode your File to Mpeg-2 at 352+288 useing your Mpeg encoder and then author it to DVD useing a DVD Authoring Program that supports making DVD"s at that Resolution Like "Tmpgenc DVD Author" or "DVDLab"....

The Quality will be Somewhat better when viewed on your TV Set and at this resolution you can Fit up to 6 hours of Video on a DVD as Long as you use a bitrate about 1500kbs....

Cheers

PS: If you are Trying to Make a NTSC DVD out of This File you would encode it to 352+240 at 29.976fps but you might experience Frame rate problems because of the Low Frame rate in your AVI file....
