I recently purchased a DVD and in the process of turning the subtitles on, most of the time they are cut off to both the left and right. I.E. for the sentence of "But, you don't understand at all, do you?" it will read "u don't understand at all, d". Is there any way that I can possible rip this onto my PC then fix it? Thank you very much!

Sounds like the subs are being cut off by your TV's overscan. Never heard of it happening with an original DVD.

Sure I guess you could re-author the subtitles.
