there are no legal ps2 game download sites. p2p programs are your best bet.

I usually check what's posted with http://www.newzbin.com/ and a couple of other nbz indexing sites. I pay for premium news service. For me it's better deal than the Blockbuster Pass I used to have. My most used groups for PS2 are:

alt.binaries.cd.image.playstation2.dvdiso
alt.binaries.the-terminal (usually gets games first but some ISP don't carry it)
