CDROM boot problem windows xp

My windows xp pro sp2 hard drive wont boot in any mode safe or even safe with command prompt. I cannot use my original windows xp disk as i have lost it. This is a laptop so i dont have a floppy drive, but I need to find a way to boot or make a system disk boot on a cdrom I know how to make the bios boot the drive but seem to be having alot of trouble making a cd boot disk. Ive tried nero and DVD decrypter ive even tried the microsoft floppy to cdrom conversion program which didnt work. Any thoughts?
