As Long as you have your WDM Drivers for your Device properly installed then it should work with any Capture software, well it will work as week as you Might expect for a Crappy USB device....
The Belkin USB 2.0 Capture device is a notoriously bad device and every person I know who has ever Bought one of these devices has never been able to get it to Work properly which is probably why you can Buy one of these On E-Bay for under $15.....
The Mpeg-2 Capture Software that i use Most often that produces Good Quality is "InterVideo WinDVR 3.0" It is easy to use and will work will Most any capture device but you will need to have a Fairly fast PC (At least 2.0ghz with 512mb Ram) to Capture full resolution Mpeg-2 Video.....
Also if you are Trying to Record Retail VHS tapers you will probably Run into problems as Most Retail VHS tapes are Copy protected which makes them difficult to Capture to your PC ,So if you have problems with the Image getting Bright and Dark and with some Distortion then it is probably caused from the Macrovision copy protection......
You might be better off if you Invest in a good capture device which is preferably a Internal PCI card or if you have to go USB then get one that uses hardware Compression because USB 2.0 doesn"t have enough Bandwidth to efficiently Transfer Uncompressed Video/Audio to your PC without loss of Quality and without dropped Frames....
For about $100 to $150 you could get a capture device that will run trouble Free and with Good Quality and without any of the Problems you will experience with your Belkin DVD Creator.....
