I have no idea how this would work out with the exchange rate / etc. for Canada... From what I have read, these discs tend to be much higher (and tougher to find) north of the border. And the prices listed in the links that follow do not include shipping, of course...
And, in the US, in the past 3 weeks, there have been two sales which brought the price of the Verbatim dual layer DVD+R discs all of the way down to $1.99 (US). The first one was at Staples stores, and it only lasted a few days. It was not nationwide, though... only those Staples stores in certain regions in the US offered this sale.
The second "sale" is technically still going on right now. However, the offer sold out within hours. It was for a 10-pack of these same discs, at a price of $19.99 (US). This made the final total $1.99. This sale was on-line, at BestBuy.com -- and I believe it began last Sunday. It was also a "free shipping" sale (!) If you go to their web site, though, you will find these discs with a "sold out" marked below it. This had already appeared as of about 1:00 pm this past Sunday, when I first read about the sale on one of these forums.
The good news -- this means the price is continuing to come down, and there is now some definite movement in that direction. The bad news -- It would seem that dealers cannot cope with the demand, when they lower their prices to this level. Not yet, at least...
