Is there any software that can rip full scenes from a DVD? Or even better that can rip based on start time end time of a section of the dvd. I've been searching all day for this.

Use the free program DVD Shrink, just use the start and end frames in the program. You can then compile all your clips on a DVD if this is what you want to do. Here are some guides.
