It was small enough to put on a cd so im assuming its a Cd based game. Anyways I loaded it with swap magic and it loaded fine. Then it even went to the menu and I chosse new game and it went to the loading screen and it spins for a while and then it slows down and nothing happens. anyone else have this trouble

Nope, Chaos Legion is a DVD game -- in fact, it's one of the largest with a TOC of 4.37 GB, so it's oversized! Clearly you have a DVD rip... which may or may not work with the Swap Magic CD. A lot of DVD rips are known to not work with the Swap Magic CD because they're larger than the max size for PS2 CD games.
