Matrix Infinity and PAL Rainbow 6 Lockdown DVD

First off, I have the matrix infinity v1.54 and I have a USA slim ps2. I made a backup of rainbow 6 lockdown PAL and burned it to a DVD. The ps2 plays the game but the screen scrolls down super fast over and over again so you cant see anything. Does this have anything to do with the PAL? Can matrix infinity only play NTSC?
