Cheat Device ELF's

I need a cheat deveice ELf that will work. I can transfer files all I want with execFTP but can't find a .psu format (PS2's format I believe) game save, or game save converter. Why in the world do all of the converters convert to Codebreaker or ARMax, etc. but not to the PS2's format? Anyway I either need a ELF that will boot and then I will con vert the save to that format and deconvert back to .psu for use on the PS2, or I just need a converter that won't make me do all of that crap.

Anyone have any ideas?
