Ok so I ordered Swap Magic 3.6 and slide tool from ModChip.com:

Anyway my question is: Is that all I need and why do people keep talking about gameshark?

Im sure this has been answered but I've been searching the forums and came up with nothing.

edit: one more question for pal games do I need to patch them to be able to play on a ntsc tv or does swap magic 3.6 handle that?

Don't worry about gameshark or actionreplay...All you need is Swap Magic a slide card and a burned ps2 game. And for your second question it will play all pal/ntsc formatted games but you'll have to set the video mode to play them, with is very easy.
