I was reading about what you can do with the memory card exploit and it said you can play movie/video files on your ps2. I thought you could do this with an HDD without the exploit...

The exploit is just a method to run applications. When you install an exploit with a tool like the Independence Compiler from AusDigital, the actual exploit that you install is just an application launcher. Some of the popular launchers would be launchelf, ps2menu and keylauncher. Within the launchers you can put different ps2 applications for what you want to do.

So if you want to watch a movie, you'd use a media player that you'd select from the launch menu and play the movie from whatever location, be it your hdd or a cd.

You could play movies without the exploit, but you would need a method to access whatever is on the hdd. That includes either a chip or a flip-top or something. In either case, you would still need a launcher to choose what you are going to do.

Could you not use HD loader or HD advance to play the video?

Really, you can use either to play video. The usual way is to use the loader to run whatever media player you want, or make a cd that will have the media player on it.
