DVD to many CD without Loss of Language options, Subtitle options or Quality loss

Hey does anybody knowhow to fit a DVD to many CDs that can be run on a PC. The Language or Subtitle Options must not be lost and neither should there be a loss of video quality or sound quality.

I have reached to the part where my vob files are split into many parts 700 MB each but you have to copy all the parts to a single folder and then open the IFO file to access the options.

Please tell me how to create/split seperate IFOs for seperate VOBs that can work independently in different locations.
