What is the best method of converting from NTSC to PAL. I've been using TMPGenc but it the frames seem to stutter every few frames or so.

DVD2SVCD with CCE SP is great for converting NTSC to PAL.

You'd have to run it through TMPGEnc if its mpg because dvd2svcd doesnt support mpeg input, only output!
