Warriors NTSC problem

Burned a NTSC .iso of the warriors game. I live in the Uk. I had applied NTSC2PAL fix. When it runs:

1. the frame rate at certain cut scenes lags and
2. the playing screen is letter box style, i.e. not full screen

Are these just technical issues with the retail game full stop or is it something relating to the NTSC to PAL issue?
