Black screen after converting PAL to NTSC..

I get the black screen when i try to boot a game that i converted from PAL to NTSC. this is the 2nd time i've burned the game at the slowest speed and i'm using fairly good quality dvd-r disks. the offset was 32 on the first one and on the second one it was 48 so what is wrong? the game is street racing syndicate if that helps.
