As far as i know Imports are 100% legal if there not then whoever made them illegal needs a new job or a new life that doesn't consist of ripping people off :) backups are a touchy subject when it comes to the law, the copyright holders don t want to see you making copies but hey if you legally own a game then fire in they cant stop you, just don't sell or upload them and its fine.

what I try to say is ..they are some import games etc. selling in hongkong is cheaper then in US and UK ..

maybe the cost for backup in UK quite close with the price offer from hongkong game shop ..??
