Ok i got video files that i would like to put on a dvd-r but i wanted to know if there was a program that lets you make a background with pics from your desktop or internet and add scene selection so i could pick what movie i want to see instead of pressing skip all the time

have a look at TMPGEnc dvd author.There is a tutorial for basic and advanced in the guides section of Afterdawn.See if this suits you.
