A got a copy off 8 mile dvd off a mate ages ago but will only play on the tv downstairs in couler and on mine i the bed room here hardly a picture as ma tv only takes pal

How can a convert it to pal what software do a need etc

Rip DVD, frameserve m2v file to MPEG-2 encoder, changing to PAL res and the framerate from 23.976 to 25fps. This will make the video shorter so you need to change the audio length to match. You can do this with BeSweet. Lastly re-author.

Hardly worth the effort I would say since it works on one of your TV's and how many times are you going to watch it?

Also if speeding up the video seems odd to you. Most of your PAL DVD's are 24fps sped up to 25fps.
