Taking VOB file to AVI/Mpeg-2, Capture 15 Secs, Put on Web?

My client has made a DVD of her last concert, and I see the VOB files, but not sure what software or steps to take to take about 15 seconds of the file, convert to AVI or Mpeg-2, and then put on my web for either downloading or live-streaming.
I installed DVD Decrypter, and it took the VOB file and did something to it, not sure what or why. How do I convert that file into an AVI, or Mpeg-2, format ready for the Internet? I tried some other convert programs but it would only do the video and not audio for me.
