Use DVD Decrypter
you can get it here in the software section
and here is how to use it.

this is all from and original discs by the way.
If you are looking to create one from some sort of files then
be more specific and someone can tell you how.

Yeah I am trying to create one from a downloaded file.I have a WinRAR file.

then install Winrar
Then make a folder on your hard drive
go to the folder with the files and right click on the first one (like game.001 or something)
Then choose extract and choose the folder you just made as your destination
then click ok, or start or whatever it says and let it go.
when it is done you should have an ISO file
burn that to DVD and your set.
