AVI to VCD.. help please!

I am converting an avi movie file to VCD using the instructions on the following site:

After the SECOND big green box, where the sentence begins with "The Video tab are the most important ones, so here...", there is a letter B (Video CD SIZE). I am asked to choose either NTSC or PAL.

Would someone who is smarter than me in this area, please tell me which I should be choosing, the NTSC or the PAL.

Thank you for any help anyone can offer. It is much appreciated. :-)
