I have cleaned the disk thoroughly and I still get this message. I have tried to download dvd decrypter and when I try to install it, is reboots my system. (?)Is there another way around this??

Even though you have cleaned the disc , and made it scratch free, you still may not be able to copy it as there may be a damaged VOB file inserted in the disc to prevent pirating.

Have you considered trying isobuster to see if you can recover the info to your hard drive and then once there you shouldnt have a problem getting it to dvd via nero/imgburn etc or even dvd decrypter
