Complete conversion of PAL dvd to NTSC dvd with Adobe Premiere Pro 1.5

I have heard from some sources that a PAL dvd image can be completely converted (menus and all) to NTSC format with Adobe Premiere Pro V1.5. However, I have never found instructions on exactly how to do this, Are there any ideas?

Keep in mind Im looking for a COMPLETE conversion, i know there are ways (nero) to convert the video but i want to convert menus and chapters as well.
