Need help with OGM to MKV to DVD

I loaded the OGM movie into mkvmerge, and also loaded the subtitle track, and made the MKV file. I then used winavi to turn the MKV file into VOB/DVD file.

Video worked fine, but subtitles are nowhere to be seen. How do I get the subtitles to work?
