I Seriously Screwed up and need assistance(regarding error code 13)

Ok i softmodded my xbox a while ago worked nicely but about a week ago everything on my Hard-drive was erased except the mod itself then a few days later it started messing up so i tried to restore my backups not thinking at all that they were erased aswell so now my box starts up with a error code 13 and i can no longer load burnt games to install a dashboard or anything NOW im wondering if i were to buy a chip and installed it in this condition if it would allow me to load CD-Rs to install dashboards or if i am royally screwed
