Does anyone know where I can an existing PS2 modded or a pre modded PS2 in the Kansai area of Japan? (ie: Osaka, Kobe, Kyoto)

I appologize if this is not the correct forum.. but I am at the end of my rope.. I just want a PS2 that can play games in ENGLISH which is not possible here as far as I know. ( a japanese PS2 wont play american games right?)

I willing to consider any option.
