Ok, there is no such program which can burn PS2 games to CD, most PS2 games are DVD games.
Ok, so you'll need a DVD-Burner, high quality media, and to play them, a form of modification.. you can either get a modchip, or use the method which I personally use, which is Swap Magic. Which is using a tool to swap disc. Here's a link to their site - www.swapmagic3.com

Download WinRAR <-- Click on the hyperlink. to extract those files, to get an ISO image, to burn onto DVD with image burning software. DVD Decrypter for example.
No, there is no way to do it for free. Don't you think if there was, the modchip and Swap magic companies would go outta business? lol.
So you have a choice, either Swap Magic, or a modchip.

@ ZYpher - A Modchip does requiere to open your ps2 swap magic doesnt..so if you dont want to open your system you should consider swap magic. i am going to ship my ps2 to www.xmodd.com so they can install my chip for me.
@ Mik3h - Is There A Verion Of is there a version of swap magic that supports both PAL and NTSC?

Np.
And yes you will, but make sure you use an image burning program to burn the iso at a slow, supported speed - onto high quality media
