I recently started converting some educational VHS tapes to DVD on my computer.

I am using the Leadtek TV2000XP TV tuner card for video capture and Nero Vision Express for the software.

I've made a few DVD's already but I notice that when the people move, there is a blur at the edges of their arms, legs, etc. The VHS tapes aren't the greatest quality but playing them sure doesn't produce these effects.

What's causing this? Would a better capture card, like the Hauppage 150 for example, fix this problem?

What you are describeing sounds Like interlace artifacts...These effects generally should not show up on your TV set because your TV is Made to display interlaced Video were your PC Monitor is Not...
It could be that the Software is Captureing the Video in the reversed Field Order which would Cause this effect on your TV set....

The way to fix this is To DeInterlace while Captureing but I don"t believe Nero has settings for this so I don"t know what to suggest accept maybe to try different Capture software Like one that will deinterlace your Captured Video like "InterVideo WinDVR v3.0".....

You should not have this Problem if you used a Card Like the "Hauppaggue WinTV PVR 150/250" because it encodes the Video signal right on the Card and without interlace problems and the Quality would be much better.....

Good Luck
