is there anyway to change the target size on dvd fab decrypter and burn it with nero?

You would set the target in Nero not DVDFab.

DVDFabDecrypter only breaks encryption and rips. Your transcoder/encoder (Shrink, Recode, Clone, RB, etc) configures target size...
