Problem with the elf installation disc

I made a disc from the independence compiler 4.1, and i had 2 elfs launchelf and hddloader on it. And then i used swap magic and loaded up the cd, and after a little it said installation complete.
Then i load up the psx cd it doesn't work, and i check my memory card there is nothing in it but my old saves. This means that it was not installed right?
What is the problem here? Is it a bad disc? or is the problem from the ps2?
Any help would be appreciated
